I was using my Visa debit card to enroll in a site ...

I put in my card info and was asked if I wanted to set up a PayPal account.
I said I didn’t and submitted my info.
I was told I should use a different card.
I have used this debit card many times before this and after this and never had a problem. Is PayPal trying to force me to set up an account.
Anyone got any insights?
