The point in paying for an independent investigation is to discover and report the truth. Unfortunately, a significant portion of the truth, at least as it relates to Courtney, is missing.
The report mentions Urban and Shelley doubting Courtney's veracity but does not explain why. The investigators, while not able to provide sealed police records on the 2015 allegation, did have access to other police records of false allegations by Courtney. The investigators also had the testimony of Courtney's mother and mother-in-law. They uncovered the reasons why Urban and Shelley doubted Courtney but failed to report them.
None of OSU's speakers at the press conference apologized to Courtney. The media, as you would expect, is outraged because they believe Courtney is a "victim". OSU obviously feels differently but utterly failed to explain why in either the press conference or the report. That's an epic PR fail in my opinion.
