Let me preface these comments by saying I am not giving a wink/wink I know all is fine. So don't read this necessarily is "Kyle clearly has inside information!"
I've heard a lot of optimism from a few folks close enough to know things, but that doesn't mean I know of any all clear.
However, here's something I've been thinking about that makes a ton of sense...
July 30 was when the news broke with Urban being placed on administrative leave on Aug 1. On Aug. 3, he broke silence on Twitter with his statement. The investigative panel got announced Aug. 5, presumably convening Aug. 6.
In the 2-3 business days Ohio State took before announcing the panel, I don't believe they were sitting around on their butts doing nothing. I'm sure they could have corroborated any knowledge in that time and determined if a violation of their policy occurred. But coming back with a two-day investigation looks awful. Especially given the outrage.
My thinking here is they knew protocol was followed. They gave the OK for Urban to come out and issue the statement he did as a way to stave off some of the fury for the time being.
The panel gets formed with someone like Mary Jo White (who is known for being tough) to go chase the facts knowing she'll find what they already know there is to find... proper reporting.
Honestly I sense there's nothing here. I wouldn't be surprised if they already knew what happened and will allow the independent investigation to show the same. There's no reason to interview Zach or Courtney. Simply, their policy doesn't apply to her and they know that.
My thinking here, and I said on Twitter, it's going to take a few days to wrap up the investigation. They'll type up all the transcripts and complete the report. Ohio State will need a day or two to "review it." There's no set strategy this has to be some Friday afternoon news dump. My guess is that we're probably looking at a Monday or Tuesday release (they said 14 days which I'm construing as beginning Aug. 6). Given the news by the Dispatch today, I've got another hunch they paid based on billable hours of 10 business days.
This is not a guarantee. It's not inside information, or at least it's a theory somewhat based on an educated guess. I can't promise Urban is out of the woods, but I do believe this is probably what's happening.
