I cannot follow this rule anymore. It seems players are transferring and getting immediate eligibility and I am not sure how/why — next year you have recent transfers in Wohlabaugh (Duke), likely Grimes (Florida) and possibly Williams (UNC) who will/could play right away. I am not complaining, because I do not really think it is unfair to allow them to play right away (without having graduated or moving down a division), but I think a little bit of consistency would be a good thing...
Just sharing in case anyone is interested, my understanding of former OSU players currently on other rosters for the 2018 season (not all transfers, plus Torrance Gibson is playing in the CFL for the Edmonton Eskimos, though has recorded no stats thus far in the season):
