It's been well established that Courtney as a possible victim does not fall under Title IX, which is intended to protect students and staff and provide a safe campus environment. But, if (big if) it's true Courtney stalked Zach at the Woody and made threats to him and others there, that clearly falls under Title IX.
If OSU retains Urban they will have a massive PR job, part of which will involve communicating Courtney's own transgressions and abusive behavior. The huge problem with that: the media will jump on OSU for targeting a "victim". However, if OSU frames her actions as a Title IX issue (under its domestic violence provision) and/or a violation of OSU's Sexual Misconduct Policy, and possibly even finds fault with their handling and reporting of her threats on campus, it makes the disclosures more palatable to the media. OSU wouldn't be dumping on a "victim", they would simply be fulfilling their legal requirements.
