State and local governments should have more control that they ceded while participating in the 'Great Federal Money Chase' that began during the 1970s with the creation of a separate Federal Department of Education. Rather than 'Block Grant' money for 'creative solutions in education' Federal Programs with lots of 'money strings attached' were created (some of which were duplicates of other Federal programs run by other 'agencies'). Simply stated, it was the beginning of the 'Edu-aucracy' at three levels.
