I will say this. When you have IFR traffic and SP VFR traffic wanting to use same airspace, Not allowed.
when you hear the tower tell them to hold because of IFR traffic. That’s why. IFR traffic HAS to be on ground or OUT of class C and D Control Zones which are 5 miles circular around the airport.
