Just a bit of research for most wins by a starting OSU quarterback against Top-10 teams since 1951.
Prior to that Wes Fesler ran a Single Wing as did other Buckeye coaches, so the QB was a bit up for grabs (Les Horvath might have a case as part of the 1942 national champions and 1944 undefeated team that won the Civilian National Championship. If so he would check in with 3 as well).

Bob Hoying, a three-year starter, never had a Top-10 win.
Steve Bellisari, a three-year starter, never had a Top-10 win.
