The most effective method for improvement isn’t incarcerating everyone. Try reducing financial inequality, housing inequality, food insecurity. Invest in health care for all, most especially mental health.
Invest green energy jobs spurned with government tax breaks.
Since Reagan destroyed working class wealth by stagnating wage growth and giving all the political power to wealthy corporations, instead of the American people, crime has continually been a disaster and extreme poverty has exploded.
Use bloated police budgets into de-militarize, then hiring some vastly more qualified people than the current low-IQ baseline. Give them REAL wages and use intelligence instead of violence.
Take real action against unregistered guns and the industry that polluted America with them.
