Although Solomon identified Lutsenko as an anti-corruption crusader, State Department officials, more than a year before the interview, had deemed the prosecutor general’s office to be an untrustworthy partner in that cause, suspecting him of undermining those very efforts. Most notably, Lutsenko's story has changed repeatedly. In April 2019, he told a Ukrainian newspaper that he himself had reached for pen and paper and asked Ambassador Yovanovitch for the do-not-prosecute list. He altered his comments again, in an interview with The New Yorker in November, when he said that he'd written the list himself, then ripped it up while Yovanovitch looked on.
