Why can't we use guys smaller ala Mookie Cooper like KC uses Hill and Hardman?

Just wondering (and I know nothing) why guys like Mookie couldn't be used like Hill and Hardman? KC has a crazy dynamic scheme with those dudes catching passes and running the ball so I'm just wondering why we don't or won't do that? I'll hang up and listen. Thank you.
