Why Didn't We Limit Where Joe B. Was Allowed To Xfer?

Just curious why we allowed Joe Burrow to xfer to LSU. It might have been petty, but why not say, "No SEC?"

If he was barred from LSU, we would not be having the LSU/OSU discussion.
