Why the dip in D1 production from Ohio?

I addressed this situation while looking at the top 2019 storylines in the Midwest today, and it is one that is getting a lot of buzz lately. The issue is, the number of FBS signees in recent classes has dropped by about 1/4 from a decade ago. Quite a few people who cover recruiting have opined the drop-off is due to the state's hostility toward off-season football, and I noted that point in the article.

A decade ago we were seeing 150+ kids from Ohio signing with FBS programs in every class. Over the last three classes, though, that has dipped down to an average of 114, and all three classes were within three of that number so it's not like one class skewed the results.
